A Looming Crisis in the Public Sector: The Need for Urgent Action

We are approaching a critical juncture in the public sector, particularly in health and education, where without significant changes, we may face a slow but certain collapse. Since 2013, numerous public institutions have grappled with financial difficulties due to inadequate government capitation. As a result, health and education services are likely to be the first to suffer. A shocking revelation from the Parliamentary Committee on Education and Administration highlighted the plight of The Technical University of Kenya (TUK), where staff—including lecturers—have not received their full salaries since 2013, the same year TUK was officially granted university status. Additionally, the institution has failed to make necessary submissions for employee deductions.

Unfortunately, TUK is not an isolated case; other public universities, like Moi University, have faced similar financial turmoil, indicating a broader systemic issue. If current trends continue, we could witness the downfall of all public universities, followed by secondary and primary schools. The stark reality is that government funding has failed to keep pace with our rapidly growing population. We cannot expect institutions to deliver quality education and healthcare without adequate financial resources. By burying our heads in the sand, we risk jeopardizing the future of these vital services. To avert a crisis, the government must confront difficult choices. Possible actions include:

  1. Increasing Capitation: This would require a thorough evaluation of the government budget. While it may seem challenging, ensuring adequate funding is essential for the survival of public services.
  2. Revising Enrollment Policies: Reducing admission numbers could help align institutional capacity with available resources, allowing for more focused and effective service delivery.
  3. Exploring Alternative Funding Models: Engaging in public-private partnerships (PPPs) could help alleviate financial pressures while improving the quality of education and healthcare.
  4. Implementing Accountability Measures: Transparent allocation and utilization of funds are critical. Introducing measures to ensure that resources are used effectively will restore public trust in these institutions.

The time for action is now. If we fail to address these issues, we risk not only the quality of education and healthcare but also the broader social fabric of our communities. We need sustainable solutions to safeguard the future of these essential public services.
